PMKVY Job Roles - Mining Sector Skill Council of India (SCMS)

Skill Council for Mining Sector (SCMS) promoted by FIMI and supported by Ministry of Mines is the apex body to train and meet the requirement of skilled workforce for the mining industry in PPP mode, approved by the National Skill Development Corporation (NSDC) under the Ministry of Skill Development & Entrepreneurship (MSDE).

The core activity of SCMS is to formulate the National Occupational Standard (NOS) for different job roles aligned to National Skills Qualifications Framework (NSQF) notified by Government of India, in December, 2013.

Ministry of Skill Development and Entrepreneurship (MSDE) in its notification dated 17th March 2015 has authorized SCMS as a non-statutory agency for certifying the mining workforce in India.

SCMS is a registered company under section 25 of companies’ act 2013 and have been issued 80G certificate under income tax act 1961 in October, 2015. This allows SCMS to undertake training under Cooperate Social Responsibility (CSR) projects for various companies.




Taking cognizance of the demand and supply gaps of skilled workforce faced by the Mining Industry and in consonance with the Government of India’s target of skilling for about 500 million workers by 2022 by setting up of Sector Skill Councils, FIMI as a responsible industry association took initiatives for setting up the Sector Skill Council in Mining.

The Skills Council for Mining Sector (“SCMS”), promoted by Federation of Indian Mineral Industries (FIMI) and supported by Ministry of Mines has been established as per the guidelines framed by the National Skill Development Council (NSDC) SCMS was set up to develop skill competency standards and qualifications, benchmark it with national and international standards and to work with the mining industry in PPP mode.

Assistant Mine Surveyor

Role Description: The role is responsible for supporting mine surveyor in various activities towards land surveying like positioning tracts of land, natural and constructed features and managing related information systems


Data Entry Operator

Role Description: The role is responsible for input and processing of the text and data; preparing, editing and generating the documents for storage, processing, publication and transmission, maintaining process parameters, and maintaining a safe & healthy working environment.


Dumper/Tipper Operator Level 4

Role Description: Transporting material using Dumper


Excavator Operator

Role Description:


Grader Operator

Role Description: The Grader Operator is responsible to for operating the grader and other heavy equipment in a safe and effective manner in order to ensure the roadways are accessible, safe and in good operating condition.


HEMM Mechanic

Role Description: Repairs, overhauls and services Heavy Earth Moving Machinery to keep them in good running order. Also carries out repairs of internal combustion engines



Loader Operator

Role Description: drives and operates a Loader which is a heavy vehicle used in mines to move aside or load ROM, product etc. into or onto another type of machinery such as a dump truck or conveyor belt


Mazdoor/Helper Level 1

Role Description: Helpers in mines perform various duties such as transporting material and equipment within mine, cleaning the area to build temporary roads, loading and unloading, reject handling, spotting, bricklaying, cleaning and maintain the mining premises, asisting trained operators in installing, dismantling or dispatch of any machine


Mechanic / Fitter

Role Description: Maintenance and repair of mechanical systems in HEMM and other vehicles / machine assemblies


Mine-Electrician

Role Description: Responsible for O&M of electrical substation, supply and electrical equipment


Mining Shot Firer/Blaster

Role Description: This role assembles, positions and detonates explosives to break or dislodge rock and soil or to demolish structures and is solely responsible for transport and use of Explosives ; observance of statutory provisions of CMR 1957 or MMR 196 1 and any directives issued thereunder ; Charging, Stemming (with suitable stemming material) and firing of each shots and also for any misfire and its dealing procedure; Proper Warning and sheltering of Persons and for any Secondary Blasting


Persons Handling Explosives Level 3

Role Description: Facilitates mining operations by safely storing, transporting and handling explosives used for blasting in mines.


Rig Mounted Drill Operator

Role Description: Drives and operates a drill machine which is a self - propelled machine used to drill shallow as well as deep holes in the soil and rock for blasting or for quarry operations


Safety Operator

Role Description: Safety Operator is responsible for monitoring and assessing hazardous and unsafe situations and developing measures to assure personnel safety. Safety Operator needs to be aware of applicable safety rules and situations arising in mines. Safety Operator needs to organize safety training sessions for new employees and refreshers & advanced training for existing workers on Safety Equipment and pract ices. SO is required to organize periodic meetings of Safety Council and involve in Safety Week initiatives. Safety Officer needs to act as Rescue/Emergency operator.


Sampler

Role Description: Sampler takes onsite samples, either in open - cast or underground workings of the mine. He visits the different sections of the mine on a daily basis to take ore samples. This is a specialized task, since the information obtained from the ore is vital for planning


Sprinkler and Other Vehicle Driver

Role Description: Driving men/ material in a medium /light vehicle


Wire Saw Operator Level 4

Role Description: Drives and operates a Wire sawmachine which isa large machine used to cut large blocks of stone out from the marble.
