PMKVY Job Roles - Leather Sector Skill Council (LSSC)

The post-liberalization era has opened up a plethora of opportunities for the Indian leather industry. With global players looking for new sourcing options, India stands to gain a bigger share of the global market. India has a 2.62% share. The major leather products and exports from India are hides and skins such as cow and bull calf, sheep nappa, goat skin, kid leather, wet blue, etc. Footwear and footwear components like shoes, shoe uppers, soles etc., leather garments, leather gloves, leather saddlery goods, leather travel bags and totes, leather purses, wallets, briefcases etc.in the global leather trade during 2006, with the exclusion of nonleather footwear; the share is slightly higher at 3.41%.

The composition of exports has also been changing, with more and more value added products being exported. India has distinct advantages in the leather industry in terms of availability of raw materials. India has the largest livestock population in the world. This has enabled India to become a significant player in the world leather market, with exports growing at a CAGR of 11.9 % over the time period 2003-04 to 2007-08. The composition of export of leather and leather products from India has undergone a structural change during the last three decades, from merely an exporter of raw material in the sixties to that of value added products in the nineties. The value added finished products presently constitute around 80% of the total export from the industry, which was mere 7% in 1956-57. With the around 50% of the total leather market in India is constituted by the footwear industry and the remaining is attributed to other leather products.




The domestic industry is highly fragmented and around 70-75% of the industry capacity is accounted by large numbers of small scale manufacturers. In the organized segment Bata India is the largest player with a market share of almost 35%.

Cutter- Footwear

Role Description: The individual, as a part of the job role, lays out, marks, and cuts leather or non-leather material into parts for articles using cutting dies. The critical component of the role is to position leather/non-leather for cutting to ensure good number and quality of cut pieces.


Cutter-Goods & Garments

Role Description: The individual, as a part of the job role, lays out, marks, and cuts leather or non-leather material into parts for articles using cutting dies or knives/scissors. The critical component of the role is to position leather/non-leather for cutting to ensure good number and quality of cut pieces


Drum Operator

Role Description: A Drum Operator works at the tannery and processes hides by loading them into large rotating wooden drums adding the necessary floats and chemicals as per specifications, maintains the temperature in the drums and completes the required quality checks to ensure completion of processing.


Finishing Operator Level 4

Role Description:


Fleshing Operator Level 4

Role Description: A Fleshing Operator makes use of the fleshing machine to mechanically scrape of the excessive organic material fromthe hide(connectivetissue,fatetc.).The pelts are carried through rollers and across rotating spiral blades by the fleshing machine.He/she is responsible for safe operation of the machine and equipment.


Helper - Bottom Making(Footwear) Level 2

Role Description: Helper– Bottom Making provides assistance to the footwear machine operators involved in material lasting, buffing, roughing, adhesive adding etc. He/ she is required to co-ordinate with team members and is required to assist the operators to carry out activities based on the production schedule.


Helper - Dry Operation(Finished Leather) Level 2

Role Description: To provide assistance in various processes of preparing finished leather such as in buffing, having, staking, toggling etc. An operator performs these functions and a Helper assists the operator and passes the completed work onto the next stage in production.


Helper - Finished Operations(Finished Leather) Level 2

Role Description: The primary role of the Helper - Finishing Operations is to provide support in various finishing processes in a tannery such as in such as brushing, spraying, coating etc. He/she assists the operator and passes the completed work onto the next stage in production.


Helper - Finishing Process(Leather Goods & Garments) Level 2

Role Description: The primary responsibility of a Helper - Finishing is to provide assistance to the goods and garments machine operators involved in colouring, lamping, cleaning and packaging etc. A Helper is required to co-ordinate with team members and is required to assist the operators to carry out activities


Helper - Finishing(Footwear) Level 4

Role Description: The primary responsibility of a Finishing Helper is to provide assistance to the footwear machine operators involved in footwear cleaning, polishing and buffing,final inspection and packing processes and carry out material lasting,buffing,roughing,adhesive adding etc.


Helper - Parts Making(Leather Goods & Garments) Level 2

Role Description: The primary responsibility of a Helper – Parts Making is to provide assistance to the goods and garments machine operators involved in material cutting, stitching, skiving, pasting etc. A Helper is required to co-ordinate with team members



Helper - Uppers Making(Footwear) Level 2

Role Description: The primary responsibility of an upper making Helper is to provide assistance to the footwear machine operators involved in material cutting, insole building, stitching, skiving, etc and carries out folding, adhesive adding and edge colouring.


Helper - Wet Operations(Finished Leather) Level 2

Role Description: A splitting operator operates the splitting machine tosplit the hide horizontally into again layer/flesh layer. tcan be done in the in the limed condition or in the tanned condition.A sammying operator operates the smying machine which absorbs the grease and excess moisture from the hide during the wet proces intanneries. He/she is responsible for safe and efficient machinery operation.


Helper-upper Making Level 2

Role Description: The primary responsibility of an upper making helper is to provide assistance to the footwear machine operators involved in material cutting,in sole building,stitching, skiving, etc.and carries out folding, adhesive adding and edge colouring.


Lasting Operator Level 4

Role Description: Lasting operator would be a multiskilled operator capable to operate various machines used in lasting process and also skillful to perform various specialized tasks. Some of the most skillful activities in lasting process will involve Fore part Lasting, Seat Lasting, Roughing etc.


Lasting Operator(Footwear) Level 4

Role Description: Lasting operator would be a multi-skilled operator capable to operate various machines used in lasting process and also skillful to perform \ various specialized tasks. Some of the most skillful activities in lasting process will involve Fore part Lasting, Seat Lasting, Rough ingetc.


Moulding Operator Level 4

Role Description: The Moulding operator is a skilled operator capable to operate PU pouring machines and Injection moulding machine used in lasting process and also skillful to perform basic supervisory tasks to monitor the performance of the workers.


Moulding Operator(Footwear) Level 4

Role Description: The Moulding operator is a skilled operator capable to operate PU pouring machines and Injection moulding machine used in lasting process and also skillful to perform basic supervisory tasks to monitor the performance of the workers.


Post Tanning Operator(Finished Leather) Level 4

Role Description: A Post Tanning Machine Operator performs the process of converting the crust leather into finished leather. These operations include softening of the crust, flattening it and finishing the surface of the prefinished leather by pressing/embossing on it.


Pre Assembly Operator(Footwear) Level 4

Role Description: The primary responsibility of a Pre Assembly Operator is multiskilled and performs the following operations: splitting, gimping, ironing, marking, edge coloring, pasting, folding and eyeletting. He/She should be well versed with the sequential processes involved in footwear manufacturing.


Shaving Operator

Role Description: A Shaving Operatorperforms a mechanical operation where the hides are put through a machine with a rapidly revolving cylinder cutting fine, thin fragments from the flesh side to reduce and/or even out the thickness throughout the hide.


Skiving Operator(Footwear) Level 4

Role Description: The Skiving operator must be capable to operate both upper and lower skiving machines and also skillful to perform skiving with accuracy according to the specifications. Skiving operator must also be capable to perform the maintenance of the grinder and the skiving disk knife.


Splitting - Sammying Operator(Finished Leather) Level 4

Role Description: A splitting operator operates the splitting machine to split the hide horizontally into a grain layer/flesh layer. It can be done in the in the limed condition or in the tanned condition. A sammying operator operates the sammying machine which absorbs the grease and excess moisture from the hide


Stitcher (Footwear) Level 4

Role Description: The primary responsibility of a Stitching Operator (Footwear) is to perform stitching operations on the upper components of the footwear as per the design instructions given by the designing section. He/She should be able to stitch the footwear with leather and non-leather components, using maximum


Stitcher (Goods & Garments)

Role Description: To sew fabric, fur, leather or synthetic materials to produce garments and other articles in Leather Goods and Garments sector.


Stitching Operator (Footwear)

Role Description: The primary responsibility of a Stitching Operator (Footwear) is to perform stitching opertions on the upper components of the footwear as per the design instructions given by the designing section. He/ She should be able o stitchthe footwear with leather and non-leather components, using maximum accuracy. He/she should be passionate about creating intricate products without compromising on quality.
