This error message is confusingly worded, but it actually just means Snapchat does not have permission to access your camera.
Because the entire app is built around the camera, it locks you out completely until you grant that permission.2 Here is how to fix it for your specific phone:
1. The Most Likely Fix (Check Permissions)
For iPhone (iOS):
Open your phone’s Settings app (gray gear icon).
Scroll all the way down until you find Snapchat in the app list.
Tap it and look for the Camera toggle.
Turn it ON (Green).
Note: While you are there, ensure Microphone is also ON so you can record video sound.
For Android:
Go to Settings 7$\rightarrow$ Apps 8$\rightarrow$ Snapchat.
Tap Permissions.
Tap Camera and select “Allow only while using the app”.
