Larry Hogan • Maryland : COVID-19 prompts Hogan to Declare a State of Emergency

Gov. Larry Hogan declared a state of emergency in Maryland on Tuesday, with more than 3,000 COVID-19 hospitalizations in the state expected to continue rising.

Both the Maryland Department of Health and 1,000 Maryland National Guard members were activated to support the state’s emergency medical services (EMS) as a result of executive orders signed by Hogan.

On Tuesday, Maryland’s governor announced that the state had reached a new peak of 3,057 hospitalizations, a rise of more than 500 percent in the previous seven weeks, and that the state could soon surpass 5,000 patients.

Gov. Jerry Brown said in a press conference that he has “told it like it is” since day one, and that “the next four or six weeks will be our most challenging time in this pandemic.”

One week prior, the Maryland Hospital Association requested that the state declare a limited public health emergency due to the “incredibly thin” staffing levels in the state’s hospitals.

As a result of the influx of COVID-19 admissions, several hospitals across the state have declared disasters and implemented crisis protocols.

The first of two executive orders signed by Governor Hogan on Tuesday delegated control over hospital staffing, capacity, and supplies to the Department of Health and Human Services. Out-of-state nurses, including those who are retired or have recently graduated, can now practise in the state.
