1. New Vehicle Registration Procedure:

The vehicle must first be physically inspected by the Inspecting Authority at the Registering Authority Office for its particulars before being registered.

The following are the documents needed to apply for registration:

** Completed and signed Form 20.

* Car dealer’s Form 21 (Sale Certificate) ** Attested copy of valid vehicle insurance policy/cover letter

** Affidavit of residency for the address where the vehicle will be registered.

* Owner’s and financer’s signatures on Form 34 ** Road tax (as applicable)

** Registration cost ** Valid Fitness Certificate (if applicable) ** PAN Card or Form 60 and Form 61 (as applicable)

2. Change of Address in Registration Certificate Procedure:

For a change of address on a Registration Certificate, the following documents are necessary.

** Original Registration Certificate ** Form 33

** Attested copy of valid insurance. ** Attested copy of registered owner’s address proof.

* A certified copy of a current pollution control certificate.

* Affidavit of PAN Card or Forms 60 and 61 (as applicable)

** Where the hypothecation is endorsed in the Registration Certificate, a No Objection Certificate from the financer is required to change the address on the Registration Certificate.

About the Authors:

Over 1000 Road Transport Offices (RTOs) across the country have been computerised thanks to the Ministry of Road Transport & Highways (MoRTH).

RTOs give required Registration Certificates (RC) and Driving Licenses (DL) that are valid across the country, subject to specific restrictions and approvals.

Because state regulations and manual/system-based procedures differ so widely across the country, it was vital to establish uniform standards for these papers on a pan-India basis to assure interoperability, accuracy, and timely information availability.

A SCOSTA group formed for this purpose recommended a standardised software that would be used across the country.
