Error Code 80180014 | How to Fix

Error code 80180014 is a common issue that occurs when a Windows 10 or Windows 11 device fails to enroll in Microsoft Intune or join a Microsoft Entra ID (formerly Azure Active Directory).

This error typically appears during the Out-of-Box Experience (OOBE) for new devices or when a user tries to add a work or school account.


Common Causes of Error 80180014

The error is almost always a configuration issue on the administrator’s side, and is most often due to:

  • Enrollment Restrictions:

    • The most frequent cause is a policy in Microsoft Intune that is configured to block the enrollment of “personally owned” devices. When a user tries to enroll their personal computer, it’s flagged as non-compliant with the policy, leading to the error.
  • Incorrect Device Ownership:

    • If an organization’s policies only allow “corporate” devices to enroll, a device that has not been properly registered as corporate (e.g., through a Windows Autopilot import) will fail.
  • MDM Disabled:

    • The policy for Mobile Device Management (MDM) enrollment for Windows is set to “Block” in the Intune admin center.
  • User Enrollment Limits:

    • A user may have reached their limit for the number of devices they can enroll. By default, a standard user can only enroll 15 devices.
  • Previous MDM Enrollment:

    • The device was previously managed by another MDM solution (even another Intune tenant) and was not properly unregistered.
  • Corrupted Account Certificate:

      • In some cases, a leftover certificate from a previous enrollment can cause this error.

How to Fix Error 80180014

Since this is a server-side configuration issue, a standard user cannot fix it on their own. The user must contact their IT administrator.

Here are the steps an IT administrator can take to resolve the issue:

  1. Allow Personally Owned Devices:

    • Sign in to the Microsoft Intune admin center.
    • Navigate to Devices > Enrollment > Device Platform Restrictions.
    • Select the policy that applies to the user or device.
    • Under Platform settings, edit the policy to ensure that “Windows (MDM)” is set to “Allow” and “Personally owned devices” is also set to “Allow”.
    • Save the changes and wait a few minutes for the policy to propagate.
  2. Verify Device Ownership:

    • In the Intune admin center, go to Devices > Windows devices.
    • Check the device’s Ownership status. If it’s listed as “Personal” but should be “Corporate,” the administrator can manually change it or import the device using the Windows Autopilot Device Import.
  3. Check User Enrollment Limits:

    • Go to Devices > Enrollment > Device Limit Restriction.
    • If a user is trying to enroll more than 15 devices, the administrator can either increase the limit or add the user to the Device Enrollment Managers list, which allows them to enroll up to 1,000 devices.

After the administrator makes the necessary changes, the user should restart their computer and re-attempt the enrollment process.
