CEIR Gov MM Error | Quick Fixes to Try

“MM” error in the CEIR (Central Equipment Identity Register) system usually indicates a Mobile Number Mismatch or a Mandatory Metadata error.

This typically occurs when you are trying to block a stolen phone or unblock a found one via the Sanchar Saathi portal.

Depending on whether you are using the Indian CEIR or the Myanmar CEIR (as both use the .gov.mm and .gov.in domains and are currently active), the context varies slightly:

1. Common Causes for MM Error (India – ceir.gov.in)

If you are seeing “MM” during registration or blocking in India, it usually stands for Mismatch:

  • Mobile Number Mismatch: The mobile number you entered for OTP does not match the one provided in the Police Complaint or the one originally used for the blocking request.

  • Multiple Mobile Numbers: If the phone had two SIM slots, the system requires the mobile number associated with IMEI 1 to be the primary contact. If you use the number from IMEI 2, it may trigger a mismatch error.

  • Mandatory Missing Field: Occasionally, internal system logs show “MM” when a mandatory document (like the PDF of the Police FIR) failed to upload correctly due to file size or format.

2. Myanmar CEIR Issues (ceir.gov.mm)

If you are accessing the Myanmar (.mm) portal, “MM” error often refers to a Server/Regional Error:

  • Server Congestion: As of March 2026, the Myanmar CEIR site has been experiencing heavy traffic due to new IMEI registration mandates. Users are reporting “Server Error” or “MM Error” simply because the database cannot handle the request volume.

  • Incompatible Network: Some users report that the portal only accepts OTPs from specific local MNOs (Mobile Network Operators). If you are using an international roaming number or a non-supported carrier, the “MM” error triggers.

Troubleshooting Steps

  1. Check Your FIR Details: Ensure the phone number you are entering matches exactly with what is written on your police complaint.

  2. Clear Browser Cache: The CEIR portal is notorious for “sticky” session errors. Use Incognito/Private mode or clear your browser cache before trying again.

  3. File Format: Ensure your Police Complaint/ID proof is in PDF or JPEG format and under 500 KB. If the file is too large, the system may throw a vague error code.

  4. Wait 24 Hours: If you recently got a replacement SIM card, TRAI regulations often block SMS facilities for 24 hours. Wait for this period to pass before requesting an OTP.
